AI Summary

This bill amends Mississippi's public procurement laws to provide a specific exemption for purchases made by the Department of Finance and Administration related to renovation, repair, restoration, or improvements to historical buildings that are dually designated as both a National Historic Landmark and a Mississippi Landmark, with a focus on the State Capitol building and its grounds. The exemption allows the department to make these purchases without following the standard competitive bidding requirements typically mandated by state law. This exemption is temporary and will automatically expire on June 30, 2028, meaning the department will need to revert to standard procurement procedures after that date. The bill also modifies regulations governing the Public Procurement Review Board to exclude personal and professional service contracts for these landmark building projects from the board's review process during the same period. By creating this exemption, the bill aims to provide more flexibility for the Department of Finance and Administration when managing and maintaining historically significant state buildings, potentially streamlining the renovation and restoration process for these landmark sites. The bill will take effect on July 1, 2025.
