This bill requires the New York State Department of Transportation to create and maintain a publicly accessible central registry containing comprehensive documentation about freight rail operations. The registry will include various types of reports and inspections, such as daily inspection reports, safety plans, track and bridge/tunnel inspection reports, safety incident reports, and annual bridge and tunnel certifications from railroad corporations. The registry will cover freight rail operators, rail cars, train sets, freight lines or routes, and railroad corporation rights of way. The transportation commissioner or their designee will be responsible for maintaining and regularly updating this registry, with the ability to redact any information that is legally exempt from public disclosure under state or federal regulations. The bill will take effect 180 days after becoming law, and preparatory work on creating the necessary rules and regulations can begin immediately upon passage.
