This bill requires the Nebraska Department of Health and Human Services to implement express lane eligibility (ELE) for medical assistance programs by submitting state plan amendments to the federal Centers for Medicare and Medicaid Services by October 1, 2025. Express lane eligibility is a streamlined process that allows children to be automatically enrolled in Medicaid or the Children's Health Insurance Program (CHIP) using eligibility data from other assistance programs, in this case the Supplemental Nutrition Assistance Program (SNAP). The Division of Children and Family Services will be designated as the express lane agency, and the amendments will allow for initial eligibility determinations, redeterminations, automatic enrollment, and automatic renewals for eligible children. The state plan amendments must have an implementation date no later than January 1, 2026, and the department is required to take all necessary actions to maximize federal financial participation in this process. The bill also makes a minor technical amendment to the citation of the Medical Assistance Act to include this new section.
