AI Summary

This bill aims to improve mental health and substance use services by establishing a Certified Community Behavioral Health Clinic (CCBHC) program in Mississippi. The bill requires the State Department of Mental Health and the Division of Medicaid to apply to the federal Substance Abuse and Mental Health Services Administration (SAMHSA) to join the Medicaid CCBHC Demonstration Program, which was originally established by the Protecting Access to Medicare Act of 2014. The program will initially focus on community mental health Regions 6 and 9, with community mental health centers in these regions eligible to apply for CCBHC certification by July 1, 2026. The goal is to provide comprehensive, holistic mental health services that incorporate evidence-based practices and establish strong care coordination with various community partners like law enforcement, schools, hospitals, and primary care providers. The State Department of Mental Health will be responsible for certifying and monitoring the clinics, while the Division of Medicaid will develop a prospective payment system to fund the program. The bill aims to improve service quality, increase access to mental health care, and address health disparities by creating a more integrated and responsive mental health service model.
