Bill Summary

Delivery of services to dual eligible individuals. Requires the office of the secretary of family and social services (FSSA) to conduct a study of the means by which the state can optimize the delivery of services to individuals who are: (1) intellectually disabled and mentally ill; or (2) mentally ill and addicted to alcohol or a controlled substance. Requires FSSA to issue to the general assembly, not later than November 1, 2025, a report setting forth: (1) the results of the study; and (2) any legislation recommended by FSSA based on the findings of the study.

AI Summary

This bill requires the Office of the Secretary of Family and Social Services (FSSA) to conduct a comprehensive study focused on improving service delivery for two specific populations: individuals who are both intellectually disabled and mentally ill, and individuals who are both mentally ill and struggling with alcohol or substance addiction. The study aims to develop strategies that will help these individuals receive integrated services addressing their multiple conditions, with a particular emphasis on reducing their likelihood of entering the criminal justice system. By November 1, 2025, FSSA must submit an electronic report to the legislative services agency that details the study's findings and recommends potential legislative actions to address the identified service delivery challenges. The bill specifies that this study and reporting requirement will be in effect only until January 1, 2026, making it a time-limited initiative designed to generate insights and potential policy improvements for supporting complex, multi-condition populations.
