This bill requires a comprehensive cost-benefit analysis for proposed guideway transportation projects in seven Minnesota counties (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington). The analysis must evaluate multiple project options, including the proposed guideway, arterial bus rapid transit, regular route bus service, and road capacity expansion. The responsible governmental unit must conduct a detailed assessment that includes estimated ridership, vehicle traffic impact, revenue sources, maintenance and capital costs, economic benefits, construction timelines, safety projections, travel times, and environmental impacts. The analysis must also determine how many alternative transit or road improvement projects could be funded with the same amount of money. Before selecting a locally preferred alternative, the responsible governmental unit must submit the analysis to the commissioner of transportation and the Metropolitan Council, who will then post it on their respective websites and share it with legislative committees. The bill does not apply to the Gold Line bus rapid transit project, and it aims to provide a more thorough and transparent evaluation of transportation infrastructure investments. The goal is to help policymakers and the public better understand the potential costs, benefits, and alternatives for major transportation projects before committing significant resources.
