This bill establishes the Property Loss Related to Homelessness Compensation Enterprise Fund, a new financial resource designed to help businesses and individuals within 1/5 of a mile of a homeless services facility who experience property damage or loss directly attributed to the facility's presence. The fund can provide no-interest loans to businesses or direct compensation to businesses and individuals for documented property damage, theft, cleaning, sanitizing, repairing, or restoring real or personal property. The fund will be administered by a state office, can receive private donations and legislative appropriations, and is subject to specific eligibility requirements, including that recipients must be Utah residents and the fund cannot duplicate existing support mechanisms. Businesses must be in good standing with state tax and commerce authorities, and the fund is capped at allowing 4% of its revenues to be used for administrative expenses. The bill also includes a provision that specifically excludes one particular business parcel from compensation eligibility. The fund is set to be reviewed and potentially repealed on July 1, 2028, and an initial one-time appropriation of $10,000 from the general fund is allocated to establish the fund, with the bill taking effect on May 7, 2025.
