This bill requires the Board of Trustees of Minnesota State Colleges and Universities to maintain a supply of opiate antagonists (medication used to rapidly reverse opioid overdose, such as Narcan) at each campus site, with the Board of Regents of the University of Minnesota requested to do the same. Specifically, each campus residential building must have at least two doses of a nasal opiate antagonist available on-site. The commissioner of health is tasked with identifying and providing resources, including at least one training video, to help postsecondary institutions implement an opiate antagonist emergency response. The bill also amends existing law to explicitly include postsecondary institution staff among those who can be authorized to administer opiate antagonists, and allows for the possession and administration of these medications under certain training and protocol conditions. The provisions will become effective for the 2025-2026 academic year, giving institutions time to prepare and implement the new requirements. The overall goal appears to be improving campus safety and preparedness for potential opioid overdose emergencies.
