This bill establishes a temporary moratorium on light rail transit expenditures by the Metropolitan Council, which is a regional governing body in the Minneapolis-St. Paul metropolitan area. Specifically, the bill prohibits the council from spending any funds on light rail transit capital projects, including activities such as planning, analysis, design, engineering, environmental analysis, land acquisition, and construction. However, there are two key exceptions to this prohibition: the Southwest light rail transit (Green Line Extension) project can continue, and payments to contractors for work already performed prior to the bill's effective date are still allowed. The moratorium will automatically expire when the Southwest light rail transit project begins revenue operations, at which point the Metropolitan Council must notify the revisor of statutes and legislative committee chairs about the project's commencement. The bill will be effective immediately after final enactment and will apply to seven counties in the Twin Cities metropolitan area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
