This bill amends the New York General Business Law to establish new regulations for manufacturing firearms using three-dimensional (3D) printers. Specifically, the bill requires that any firearm created with a 3D printer must be manufactured only by individuals with a valid gunsmith license, and each such firearm must be inscribed with a unique identifying number. Gunsmiths must register these firearms with the state police, and those located in New York City or Nassau or Suffolk counties must also register with local licensing officers. The bill mandates that 3D-printed firearms, rifles, shotguns, or their components must comply with all applicable local, state, and federal laws. Additionally, guarded must maintain detailed records of each 3D-printed firearm, including a description of the item, the date of creation, its unique identifying number, and information about any subsequent transfers. The law will go into effect 180 days after it becomes law, giving manufacturers and gunsmiths time to adjust to the new requirements.
