This bill provides a temporary opportunity for eligible applicants in the Phoenix active management area to have their applications for a certificate of assured water supply reviewed by the Arizona Department of Water Resources under specific conditions. Applicants must have submitted their applications between January 26, 2021, and May 31, 2023, and either not have received a certificate or had their application previously denied. The department will review these applications using either the 2006-2009 Salt River valley regional model or the 2006 Lower Hassayampa Sub-basin groundwater flow model, along with any financial information provided. The department must notify eligible applicants within five days of the bill's effective date, and applicants have 90 days to request a review. The department must issue a new written determination within 15 days of the request. This provision is set to be repealed on December 31, 2025, and is considered an emergency measure necessary for public safety, becoming immediately operative.
