The study will explore areas such as identifying cost-effective, energy-efficient appliances and construction materials, analyzing the most significant cost drivers in building operations, and developing strategies for bulk procurement of sustainable components. Specifically, the bill mandates examining technologies that meet international passive house standards, which include strict requirements for energy consumption, air changes, and thermal comfort. The study will also develop plans for issuing requests for proposals to encourage innovation in sustainable building materials, with a focus on reducing carbon footprints in both the construction and operational phases of public housing. The commissioner is required to publish the study results within one year and submit biennial reports to the state legislature on the progress and cost-effectiveness of these green procurement practices, ultimately supporting New York's Climate Leadership and Community Protection Act goals of significantly reducing greenhouse gas emissions by 2030 and achieving net-zero emissions by 2050.
