This bill establishes a new system for funding and reimbursing basic police training for municipal police officers in Indiana. The law enforcement training board will now pay the full cost of the mandatory basic training (Tier 1) course for individuals hired by city or town police departments. However, if an officer voluntarily resigns from their police department within five years of being certified as a law enforcement officer, they will be required to reimburse the board for a portion of the training costs. The reimbursement is structured on a sliding scale: 100% if they resign within one year, decreasing to 20% if they resign between four and five years after certification, and zero reimbursement if they remain employed for five or more years. Before hiring, police departments must provide written notice to new officers about these reimbursement requirements and have them sign an agreement acknowledging the potential financial obligation. The bill does not apply to collective bargaining agreements or employment contracts executed before July 1, 2025, and only covers individuals who begin their basic training course after that date. This approach aims to support municipal police departments by covering initial training costs while also creating a mechanism to recoup those expenses if officers leave their departments shortly after certification.
