This bill directs the New York Thruway Authority to create a toll discount program for certain low-income residents who do not have an E-ZPass account (an electronic toll payment transponder). The program would eliminate additional fees, penalties, and surcharges for qualified residents, ensuring they pay only the actual toll amount, equivalent to what E-ZPass account holders pay. To be considered a "qualified resident," an individual must be a full-time New York state resident, receive certain government benefits (such as SNAP, WIC, or Section 8 housing vouchers), own or rent a vehicle used on the thruway, and not have an E-ZPass account. The bill also stipulates that no bill will be generated for tolls until the amount reaches $30 or one year has passed, and if unpaid within 120 days, standard fees may be assessed. Importantly, the program does not apply to tolls for travel originating or ending in other states, and it is only available to those not already eligible for other E-ZPass discount programs. The act will take effect 60 days after becoming law.
