AI Summary
This bill introduces a comprehensive framework for an alternative homestead option sales and use tax in Georgia, creating 159 special districts corresponding to county boundaries. The legislation allows counties to levy a 1% sales and use tax, with proceeds dedicated to funding capital outlay projects and providing homestead tax exemptions. Key provisions include requiring a joint referendum where voters must approve both the sales tax and a corresponding homestead exemption, with the tax lasting for ten years. The bill establishes a complex distribution mechanism where a portion of tax proceeds will be allocated to capital projects (primarily road improvements) and another portion will offset revenue lost from homestead exemptions. For municipalities, the tax proceeds will be distributed based on population, with special considerations for existing and newly incorporated municipalities. Additionally, the bill modifies ad valorem tax requirements for certain vehicles, specifically for-hire charter buses and special modified rental vehicles, allowing them to pay title ad valorem tax fees in two installments (50% upfront and 50% within 12 months). The legislation aims to provide financial flexibility for counties and municipalities while offering property tax relief to homeowners.
