AI Summary

This bill, named "Ricky and Alyssa's Law," requires public schools in Georgia to implement two key technological systems by July 1, 2026 to enhance emergency response capabilities. First, schools must deploy a mobile panic alert system called 'Alyssa's Alert' that can connect different emergency service technologies, enabling real-time coordination between local and state law enforcement and first responder agencies. This system must integrate with Next Generation 9-1-1 technology and school mapping data. Second, schools must procure detailed school mapping data that includes comprehensive building information such as interior room layouts, access points, critical utility locations, emergency equipment locations, and surrounding area details. The mapping data must be in formats compatible with public safety software platforms and verified annually for accuracy. Local school systems must collaborate with primary local law enforcement agencies when procuring this data, and the Georgia Emergency Management and Homeland Security Agency is authorized to develop regulations for the mapping data's standards and security. The bill provides civil liability immunity for local boards of education, school systems, and their employees in creating and using this data, with protections against gross negligence or bad faith actions. The legislation becomes effective on July 1, 2025, giving schools approximately one year to prepare and implement these new requirements.
