This bill modifies the Therapeutic Child Care Grant Program by adjusting the fiscal years during which the Governor is required to include a $3,700,000 appropriation in the annual budget. Specifically, the bill extends the mandatory funding requirement to include fiscal years 2027 through 2029 (previously it covered 2023-2025). The Program aims to provide grants to child care providers specializing in serving children under 6 years old who have developmental delays, physical disabilities, or social, emotional, or behavioral challenges. These challenges are defined broadly, including significant developmental delays identified by health professionals, psychological trauma, or diagnosed conditions that impact a child's ability to participate in typical early childhood settings. When awarding grants, the Department is required to distribute funds in a specific manner: $1,283,000 to existing providers at their previous funding level, $1,917,000 to existing providers proportionally for additional services, and $500,000 to new or existing providers to enroll additional children. If funds remain after the initial distribution, the remaining money will be distributed to existing providers for additional services. The bill is set to take effect on July 1, 2025.
