This bill requires the largest municipal corporation (the most populated municipality) in each Maryland county to adopt or update a recycling plan by January 1, 2026, and every five years thereafter. The recycling plan must aim to reduce the municipal corporation's solid waste stream by weight: at least 35% for corporations in counties with over 150,000 people, or at least 20% for corporations in counties with under 150,000 people. If these reduction targets cannot be met, the municipal corporation must provide adequate economic and other justification. The plan must be fully implemented within 18 months of adoption. If multiple counties adopt a regional recycling plan, the largest municipal corporation in that region will be responsible for developing a compatible recycling plan. The bill also requires the Department of Planning to include in its population projections identification of the largest municipal corporation in each county and region. A municipal corporation will no longer be subject to these requirements if it is no longer the largest municipal corporation according to the most recent population projections. The bill will take effect on October 1, 2025.
