This bill establishes the Soccer Opportunities Program within the State Department of Education, aimed at increasing soccer participation for minority students in their communities. The program allows youth soccer nonprofit organizations (defined as organizations providing soccer opportunities for children under 18 and recognized by the United States Soccer Federation) to apply for grants. To be eligible, organizations must have programs that are composed of at least 50% minority players or players who qualify for free lunch under the National School Lunch Program. Grant applicants must submit a detailed application including a program description and business plan. The Department of Education will award grants with specific conditions: grantees must provide matching funds from federal, county, municipal, or private sources, and grants cannot exceed 50% of the program's total annual cost. The State Superintendent is responsible for developing, administering, and reviewing grant applications. Importantly, the bill requires the Governor to include at least $100,000 in appropriations for the program in the annual budget for fiscal years 2027, 2028, and 2029. The program will take effect on July 1, 2025, and the State Superintendent is mandated to adopt regulations to implement the program.
