This bill establishes the Invasive Blue Catfish Pilot Program in the Maryland Department of Natural Resources to address the spread of invasive blue catfish in the Chesapeake Bay and its tributaries. The program consists of two primary initiatives: the For-Hire/Commercial Blue Catfish Program and the Mid- and Lower-Bay Blue Catfish Trotline Program, with potential additional programs determined effective by the Department. Under these programs, the Department may authorize simultaneous for-hire and commercial fishing trips, make regulatory changes to increase blue catfish harvest, and permit finfish trotline fishing south of the William Preston Lane Jr. Memorial Bridge. The bill allows for innovative harvesting methods, including electrofishing, longer trotlines (up to 2,400 feet), elimination of hook limits, and use of non-corrodible hooks. The Department is required to expand effective practices throughout the program's duration and will provide a comprehensive report to the Governor and General Assembly by December 1, 2025, detailing its findings and recommendations. The bill is an emergency measure effective immediately and will remain in effect through June 30, 2026, after which it will automatically be abrogated.
