Bill Summary

Authorizing a person operating a bicycle, play vehicle, or unicycle at an intersection who is facing a red signal to enter the intersection to cross the highway in the direction of a pedestrian control "walk" signal displayed for the portion of the highway on which the bicycle, play vehicle, or unicycle is traveling; and requiring, before entering an intersection, a person operating a bicycle, play vehicle, or unicycle to yield the right-of-way to any vehicle or pedestrian lawfully using the intersection.

AI Summary

This bill modifies Maryland transportation laws regarding bicycles, play vehicles, and unicycles at intersections with traffic signals. Currently, these vehicles must follow standard traffic control signals, but the new law creates an exception allowing riders to cross an intersection when facing a red signal if a pedestrian "walk" signal is displayed in the direction they are traveling. However, before entering the intersection, the rider must first yield the right-of-way to any vehicles or pedestrians already lawfully using the intersection. The bill effectively provides more flexibility for bicycle, play vehicle, and unicycle riders at intersections while still maintaining safety by requiring them to carefully yield to other traffic. The law will take effect on October 1, 2025, giving local jurisdictions and citizens time to become aware of the new regulation. This change appears designed to balance the needs of alternative transportation users with overall traffic safety considerations.
