This bill establishes the Semiquincentennial Congressional Time Capsule, which will be created by the Architect of the Capitol and buried on the West Lawn of the Capitol by July 4th, 2026. The time capsule's contents will be jointly determined by the leadership offices of both the House and Senate, and will include a representative collection of books, manuscripts, legislative milestones, and other materials related to the 250th anniversary of the United States. The capsule will also contain a message from the current Congress to the future Congress. The time capsule will remain sealed until July 4th, 2276 (the 500th anniversary of the United States), at which point the Speaker of the House will present it to the 244th Congress, who will decide how to preserve or use its contents. The Architect of the Capitol will be responsible for preparing and sealing the capsule, as well as installing a commemorative plaque with relevant information about the time capsule. This act commemorates the United States' semiquincentennial (250-year milestone) and aims to preserve a snapshot of contemporary congressional history and culture for future generations.
