This bill establishes the Regional Broadband Expansion and Access Program (RBEAP), a new approach to improving internet access across New York State. Under this program, counties can form "broadband districts" that collaborate to create regional consortia, which will develop tailored plans to guarantee internet access for all residents. Each regional broadband district must submit annual reports detailing their progress, including the number of households served, broadband speeds, and connection costs. The state will provide technical assistance to these districts and help define "adequate broadband speeds," with the ultimate goal of ensuring every New Yorker has reliable internet access. Eligible costs for these regional plans include infrastructure installation, temporary access programs, technology upgrades, and cost assistance for low-income residents.
