This bill modifies the protest procedures for creating or modifying business improvement districts (BIDs) in Nebraska by introducing a new voting mechanism using postcards. Under the revised law, when a city is considering establishing a new BID or changing an existing one, property owners or space users will receive a postcard for voting instead of the previous method of submitting written protests. For special assessments, the proceedings will terminate if less than 50% of record property owners return postcards voting in favor of the proposed district. Similarly, for occupation taxes, the proceedings will end if less than 50% of space users return postcards supporting the proposed district.
