This bill amends New York's vehicle and traffic law to prohibit drivers of buses, taxis, and livery vehicles from using hands-free mobile telephones while their vehicle is in motion, with a few specific exceptions. Drivers of these types of vehicles will only be permitted to use a hands-free mobile telephone in emergency situations (such as contacting emergency services), when using the phone for dispatch purposes, or when the vehicle is parked in a location where stopping is legally permitted and not actively picking up or dropping off passengers. The bill differs from existing law, which previously allowed hands-free mobile telephone use for most drivers. The new restrictions aim to enhance road safety by limiting potential distractions for professional drivers who are responsible for transporting passengers. The law will take effect 60 days after it is signed, giving drivers and transportation companies time to adjust to the new requirements. Prior to this bill, professional drivers had more flexibility in using hands-free mobile devices while operating their vehicles.
