This bill modifies the Civil Service Law to expand the scope of binding arbitration for contract negotiations involving transportation authorities in New York State. Specifically, the bill requires that when contract negotiations between transportation authorities (including their subsidiaries) and their employee organizations cannot be voluntarily resolved, the dispute must be referred to a public arbitration panel. The panel will consist of three members: one appointed by the public employer, one appointed by the employee organization, and one neutral public member jointly selected by both parties. If either party fails to designate their member, the board will appoint one on their behalf. The bill adds language to explicitly include subsidiaries of various transportation authorities, such as the New York City Transit Authority, Metropolitan Transportation Authority, Niagara Frontier Transportation Authority, Rochester-Genesee Regional Transportation Authority, Capital District Transportation Authority, and Central New York Regional Transportation Authority. The bill also makes a minor linguistic change, replacing "chairman" with "chair". The amendments will take effect immediately but will expire with the existing subdivision of the law.
