This bill requires owners of public boat launches in New York State to maintain specific water safety equipment on their premises. Specifically, each public boat launch must have at least one ring buoy or life preserver with a quarter-inch line that is 500 feet long and attached to a suitable reel. Additionally, owners must anchor a life-belt with a half-inch line, also 500 feet long, on the shore and keep it in good, usable condition to help in potential rescue efforts. The commissioner of parks, recreation and historic preservation will be responsible for creating rules and regulations to enforce these safety requirements. The bill will go into effect 90 days after becoming law, and preparatory rule-making can begin immediately.
