This bill introduces new requirements for crosswalk markings in Texas, allowing local authorities to mark crosswalks using either traditional solid white lines or a new Texas-themed mural design. Specifically, municipalities with populations of 100,000 or more must identify their five most pedestrian-used intersections and mark those crosswalks with a mural that completely fills the crosswalk boundaries. The mural must have a white, black, or unpainted background and feature the shape of Texas painted in the style of the Texas flag. While the law will take effect on September 1, 2025, municipalities are not required to implement the mural requirement until September 1, 2027, and must conduct a study by that date to determine their five most pedestrian-heavy intersections. This legislation aims to enhance crosswalk visibility and add a distinctive, state-specific design element to municipal street markings.
