This bill amends the public service law to improve how water-works corporations (utility companies providing water services) communicate non-billing information to residents in cooperative housing, condominiums, and multi-family dwellings with five or more units that use a master water meter. The bill requires these water-works corporations to identify such properties within their service territory and proactively send written notices to residents explaining their right to receive important water-related communications such as service updates, water quality notices, and other essential information. The notices must also provide residents an opportunity to submit their contact information and specify their preferred method of receiving these communications. Previously, the law gave the commission power to require such communication, but this bill creates a more specific and comprehensive requirement for water-works corporations to ensure residents in these types of housing arrangements can stay informed about their water service, even if they are not directly billed by the utility.
