This bill modifies existing Washington state law regarding health carrier reporting of primary care expenditures. Specifically, the bill requires health carriers (insurance companies) to annually report their primary care spending for previous and upcoming calendar years, giving the state insurance commissioner the authority to determine the reporting format and content. The commissioner must develop these reporting guidelines by considering the existing definition of primary care expenditures, primary care expenditure targets established in another state law (RCW 70.390.080), and primary care expenditure reporting systems used by the health care authority for medical assistance and employee benefits programs. Importantly, the bill also explicitly states that these primary care expenditure reports will be considered public information, which increases transparency in healthcare spending.
