This bill establishes a new manufactured/mobile home rental assistance program to help low-income tenants aged 55 and older manage rising lot rental costs. The program, administered by the Department of Commerce, will provide monthly rental assistance of up to $200 or 50% of the monthly lot rent, whichever is less. To be eligible, applicants must be low-income (defined as having an adjusted income less than 80% of the median family income for their county), be over 55 years old, and have experienced a rent increase that exceeds the inflation rate. Approved tenants will receive assistance for one year and must reapply annually, with an obligation to report any changes in household income or rent that might affect their eligibility. The bill includes a $2,000,000 appropriation from the general fund to support the program, and includes a provision that the act will become null and void if specific funding is not provided by June 30, 2025. The legislation also updates existing definitions related to manufactured and mobile homes, and expands the Department of Commerce's office of mobile/manufactured home relocation to include administering this new rental assistance program.
