This bill establishes a process for the Arizona Health Care Cost Containment System (AHCCCS) to conduct a comprehensive study on reimbursement rates for nonemergency medical transportation (NEMT). The study will be funded by NEMT providers and other interested enterprises, with any excess funds being returned to those contributors. If sufficient funding is received, AHCCCS will contract an independent consulting firm to examine the adequacy and appropriateness of Title XIX reimbursement rates for transportation network companies and NEMT brokers who transport Medicaid members to and from covered physical or behavioral health services. The study will analyze detailed costs associated with transportation services, including programmatic, administrative, technology, and indirect expenses in both rural and urban areas of Arizona. AHCCCS may require contracted providers and managed care organizations to provide financial data to support the study. The consulting firm must complete the study within one calendar year, and AHCCCS will subsequently share the results with the Joint Legislative Budget Committee and use the findings to review NEMT reimbursement rates.
