This bill modifies Arizona's unemployment insurance law by changing the number of weeks an unemployed individual can receive benefits based on the state's unemployment rate. Currently, individuals can receive benefits for 26 weeks regardless of the unemployment rate, but the proposed legislation would reduce the number of weeks based on tiered unemployment rate ranges. Specifically, if the unemployment rate is 5% or less, benefits would be limited to 12 weeks; if the rate is between 5% and 5.5%, benefits would be 14 weeks; and the weeks of benefits would gradually increase as the unemployment rate rises, reaching the original 26 weeks only if the unemployment rate exceeds 8%. The bill defines the unemployment rate as the average of seasonally adjusted unemployment rates for the three months of the most recently published calendar quarter, as reported by the office of economic opportunity. Additionally, the bill maintains an existing provision that limits total benefits to no more than one-third of an individual's base period earnings in a benefit year.
