This bill addresses the challenges facing Washington State Ferries (WSF) in procuring new hybrid electric ferries by establishing an emergency contingency plan. Recognizing that the transition to hybrid electric ferries has caused significant delays in vessel procurement, the bill provides the governor with the authority to declare an emergency and expedite the acquisition of at least two non-hybrid electric ferries if a contract for the hybrid electric ferry is not awarded in spring 2025.
