This bill amends existing Washington state law to allow motorcyclists to temporarily use the right shoulder of limited access roadways (highways) under specific conditions designed to improve motorcycle safety and traffic flow. Specifically, motorcyclists may travel on the right shoulder when traffic is completely stopped or when the average speed of vehicles is 25 miles per hour or less, with several important restrictions: motorcyclists cannot travel more than 10 miles per hour faster than adjacent lane traffic, must ride single file on the shoulder, must return to traffic lanes if the shoulder is obstructed by parked or emergency vehicles, and must exit the shoulder at designated exit ramps that provide alternative routes or access to services like food or fuel.
