AI Summary
This bill modernizes the naming rights and advertising regulations for Hawaii's stadium and convention center facilities. It allows the Stadium Authority and Convention Center Authority to lease naming rights to public or private entities, effectively enabling them to sell the official names of these venues to potential sponsors. The bill specifically removes existing restrictions from Chapter 102 regarding concessions, and mandates that all revenues generated from advertising, marketing, naming rights, and related activities must be deposited into their respective special funds (the Stadium Development Special Fund and the Convention Center Enterprise Special Fund). Additionally, the bill authorizes the display of a sponsor's name on the exterior of the stadium, expanding potential marketing opportunities. The legislation also updates existing statutes to clarify and broaden the types of revenue sources that can be collected, including advertising, sponsorship, parking, food and beverage services, and utilities. By creating more flexible monetization options, the bill aims to generate additional revenue for these public facilities while providing more commercial opportunities for potential sponsors. The changes will take effect on July 1, 2025.
