This bill requires the Hawaii Department of Health to create and maintain a comprehensive, user-friendly online database of all state-licensed care facilities, including adult day health centers, adult day care centers, community care foster family homes, developmental disabilities homes, long-term care facilities, and special treatment facilities. The new database must include detailed information such as the type of care facility, licensing dates, license expiration dates, most recent inspection date, a hyperlink to the most recent inspection report, and other relevant details. The list must be searchable, sortable, and easily understandable by the public, with mandatory updates within five days of any changes. The bill's motivation stems from a desire to provide families with current, transparent information about care facilities, particularly in light of past incidents like the COVID-19 outbreak at the Yukio Okutsu State Veterans Home in 2020, where inspection and facility information was not readily accessible. Additionally, the bill requires the Department of Health to continue posting detailed inspection reports online within five working days of each facility inspection, including violations, correction plans, and facility conditions. These inspection reports will be maintained on the website for three years before being removed. The bill is set to take effect on July 1, 2025.
