This bill expands Georgia's student loan forgiveness program to include biomedical technicians, also referred to as veterinary technicians, who have completed a program of study in veterinary technology or its equivalent and are authorized to practice in the state. The State Veterinary Education Board (the "board") may purchase loans for eligible individuals who have been practicing for ten years or less, with a maximum loan purchase of $30,000 per person. To qualify, recipients must agree to practice veterinary technology full-time in a board-approved rural county in Georgia with a population of 50,000 or less, with loan purchases credited at a rate of $10,000 per 12 months of service, up to the maximum amount. The board is limited to entering into new loan purchase agreements with no more than five individuals per year, and the total amount of loan purchases from state appropriations cannot exceed annual budget allocations. Applicants must enter into a three-year contract with the board, agreeing to the terms and conditions, and the board has the authority to cancel these contracts if deemed necessary.
