This bill establishes the Community College Merit and Mobility Scholarship to provide financial support for students attending New York state community colleges. The scholarship is designed for high-performing students who graduated in the top 20% of their high school class and maintain a grade point average of 3.3 or higher while remaining in good academic standing. Starting in the 2025-2026 academic year, the program will award 1,000 scholarships annually, with each recipient eligible to receive up to $1,000 per year for a maximum of two academic years. The scholarship can be awarded to full-time or part-time students, with part-time students not constrained by the two-year limitation. The award will cover various educational expenses, including tuition, fees, books, transportation, and room and board, but will not exceed the total cost of attendance. If more eligible applicants exist than available scholarships, the president will use a lottery or random selection process to distribute the remaining scholarships. The bill authorizes the relevant corporation to create rules and regulations for implementing the scholarship program, and it will take effect 180 days after becoming law.
