This bill amends the School Code to expand the responsibilities of the Professional Review Panel. Specifically, the bill allows the Professional Review Panel, at the discretion of its chairperson, to study any proposed legislation by the General Assembly that impacts the Evidence-Based Funding provision or the distribution of Tier funds through the Evidence-Based Funding formula, or the Adequacy Targets of Organizational Units (school districts) funded through this formula. The Professional Review Panel is an existing body created to study and review topics related to the implementation and effect of Evidence-Based Funding, and is composed of representatives from various education-related organizations and independent experts. The new provision gives the panel additional flexibility to examine proposed legislative changes that could affect school funding, allowing for a more comprehensive review of potential impacts on the state's educational funding system. This expansion aims to provide additional expert analysis and insights into potential legislative modifications that could affect school district funding and resources.
