This bill establishes a new special license plate program for recipients of the Legion of Merit military award in Minnesota. The bill allows qualified individuals who have been awarded the Legion of Merit and own a personal-use passenger automobile, one-ton pickup truck, motorcycle, or recreational vehicle to obtain special license plates at no cost. To be eligible, applicants must pay the standard registration tax and meet vehicle registration requirements. The commissioner of motor vehicles will design a plate that includes the phrase "LEGION OF MERIT" and can issue only one set of plates (or a single motorcycle plate) per qualified recipient. These special plates can be transferred to another qualifying vehicle owned by the same person without additional fees, and they are exempt from certain standard license plate regulations. The plates will be issued free of charge, including replacements if they become damaged, and will become available starting January 1, 2026. The program recognizes and honors military service members who have been awarded the Legion of Merit, which is a prestigious military decoration recognizing exceptionally meritorious conduct in the service of the United States.
