This bill modifies Minnesota Statutes to expand the authority of ranking minority members in requesting and receiving fiscal notes, which are detailed estimates of the potential financial impact of proposed legislation. Currently, only committee chairs could request fiscal notes from state government departments and agencies; this bill would now allow ranking minority members of standing committees, the Ways and Means Committee, and the Finance Committee to also request these fiscal notes. The bill amends two subdivisions of section 3.98 to explicitly include ranking minority members in the process of preparing and distributing fiscal notes. Specifically, the changes mean that when a bill is being considered, both the chair and the ranking minority member of a committee can request a fiscal note from the relevant state agency, and that fiscal note will then be distributed to both the chair and ranking minority member of the relevant committees, as well as the bill's chief author and the commissioner of management and budget. This modification appears designed to provide more transparency and input for minority party members during the legislative process.
