This bill requires utilities (including gas, electric, water, steam, telegraph, telephone corporations, and municipalities providing utility services) to provide advance notice to property owners before beginning non-emergency construction or work that will directly and materially impact their property. The notice must be provided to affected customers and include details such as a description of the work, expected duration, location, potential road closures or detours, actions that may impact property use, and utility contact information. Utilities can provide this notice through electronic communications, signage, or written materials. The notice must be given as far in advance as practicable, but no more than 30 days before the work begins. The bill exempts emergency situations, natural or man-made disasters, and urgent service installations or repairs. Additionally, compliance with existing New York City notification requirements will be considered compliance with this new law. The bill will take effect 90 days after becoming law, with provisions allowing for immediate preparation of necessary rules and regulations.
