Bill Summary

Amends the Carbon Capture and Sequestration Title of the Environmental Protection Act. Prohibits a person from conducting a carbon sequestration activity over any federally designated sole source aquifer. Prohibits the Environmental Protection Agency from issuing a carbon sequestration permit if the Agency knows that the applicant is intending to conduct carbon sequestration activity over any federally designated sole source aquifer. Effective immediately.

AI Summary

This bill amends the Illinois Environmental Protection Act to prohibit carbon sequestration activities over federally designated sole source aquifers. A sole source aquifer is a critical underground water supply that serves as the primary source of drinking water for a specific region, with the Mahomet Sole Source Aquifer being specifically mentioned as an example. The bill prevents any person from conducting carbon sequestration (a process of capturing and storing carbon dioxide underground) in these sensitive water resource areas. Additionally, the Environmental Protection Agency is prohibited from issuing carbon sequestration permits if it is aware that the applicant intends to conduct such activities over a federally designated sole source aquifer. The purpose of this legislation appears to be protecting critical groundwater resources from potential contamination or disruption associated with carbon capture and storage operations. The bill would take effect immediately upon enactment.
