This bill extends the sunset (expiration) date for the drug and alcohol treatment program at the Bolivar County Regional Facility from July 1, 2025 to July 1, 2028. The program is a five-year pilot initiative by the Mississippi Department of Corrections that provides an intensive substance abuse treatment program for up to 250 inmates within 18 months of their release or parole date. The comprehensive program includes assessment, treatment, rehabilitation, and post-release transition support, with components such as recidivism needs assessment, intensive drug/alcohol treatment, relapse prevention, anger management, and individualized post-release transition plans. The facility can cancel the contract with 30 days' notice, and the Department of Corrections will reimburse the facility at a standard per diem rate. The department is required to file annual reports on the program's performance, tracking metrics like substance abuse, arrests, employment, and community functioning. The program's renewal is contingent on meeting legislative performance requirements, and this bill simply extends the program's authorization by three additional years.
