This bill amends the Illinois Affordable Housing Act to expand the use of funds in the Illinois Affordable Housing Trust Fund by allowing resources to be used for housing counseling. Specifically, the bill adds a new definition for "housing counseling" as services provided by an organization approved by the U.S. Department of Housing and Urban Development (HUD) as a HUD-Approved Housing Counseling Agency. The legislation modifies Section 8 of the existing act to explicitly state that Trust Fund moneys may be used for housing counseling services, in addition to its existing purposes of making grants, mortgages, or loans to acquire, construct, rehabilitate, develop, operate, insure, and retain affordable housing for low-income and very low-income households. This change provides additional flexibility in how the Trust Fund can support affordable housing efforts by enabling funding for counseling services that can help low-income individuals and families navigate housing challenges and opportunities.
