AI Summary

This bill amends the Election Code to prohibit foreign nationals from making contributions to ballot initiative committees or independent expenditure committees that aim to influence public policy ballot questions. Specifically, the bill prevents foreign nationals from directly or indirectly contributing to these types of committees, and it also bars such committees from knowingly soliciting or accepting contributions from foreign nationals. The term "foreign national" is defined using the federal definition from 52 U.S.C. 30121 and includes entities where a foreign national owns or controls 50% or more of the ownership interests. The bill also explicitly prohibits foreign nationals from making independent expenditures intended to influence public policy questions submitted to voters. This legislation aims to prevent foreign interference in local ballot initiatives by restricting financial contributions from non-U.S. entities or individuals. The bill takes effect immediately upon passage, adding a new subsection (h-15) to the existing Election Code to codify these restrictions.
