This bill amends Pennsylvania vehicle registration law to create a temporary registration exemption for certain fuel-efficient vehicles. Specifically, new or leased motor vehicles (excluding motorcycles and motorized bicycles) that achieve at least 40 miles per gallon in city driving, as determined by the 2024 Fuel Economy Guide from the Environmental Protection Agency and Department of Energy, will be exempt from registration fees for the first two years. After this initial two-year period, the vehicle will be classified and registered according to the standard vehicle classification system of the Pennsylvania Department of Transportation.
