This bill modifies the Motor Vehicle Business Regulation Act by amending various regulations for licensed motor vehicle dealers and salespersons. The bill makes several key changes, including removing the previous prohibition on selling vehicles on consecutive Saturdays and Sundays, and clarifying rules about vehicle sales and deliveries. Dealers are now explicitly permitted to complete vehicle sales through more flexible methods, such as collecting electronic signatures, processing payments online, and delivering vehicles to buyers at mutually agreed locations (including the buyer's home or business). The bill maintains existing requirements about advertising accuracy, maintaining proper business records, and identifying licensed dealers in advertisements. Dealers are still prohibited from engaging in misleading practices, such as misrepresenting vehicle information or selling vehicles without proper licensing. An important new provision allows dealers to complete vehicle purchases without requiring the buyer to physically appear at the dealership, though the purchase contract must still be countersigned at a licensed business location.
