This bill establishes a new "Choose Life" special license plate program in Minnesota, allowing vehicle owners to purchase specialty plates that will generate funds for adoption support services. The bill requires the state commissioner to issue these plates to registered vehicle owners who pay special plate fees, registration taxes, and contribute at least $25 initially and annually to a Choose Life account. The license plates will feature a Choose Life kids logo and the inscription "Choose Life," with a second logo featuring a silhouette of an adult and child to be designed by April 1, 2026. Contributions collected through the program will be deposited into a special revenue fund and distributed by Choose Life Minnesota, Inc., to nonprofit agencies that assist pregnant women making adoption plans. The bill strictly prohibits funding agencies involved with abortion services or those charging women for services. Recipient agencies must use the funds to support pregnant women's material needs like clothing, housing, medical care, and transportation, and can provide support for birth mothers for up to 60 days after delivery. The organization can use up to 15% of funds for administration and promotion, and any unqualified or unused funds will be redistributed to eligible agencies. The program will become effective for special plates issued on or after January 1, 2026.
